The 152 tier is meant to be 152Mbps so Windows should show 152Mbps. 20Mbps would be the 20Mbps tier, which no longer exists.
Technically the 152Mbps tier is provisioned at around 165Mbps IIRC so you may get up to that. If you only get 20Mbps on the 152Mbps tier you have a serious connection problem.
