Technically the 152Mbps tier is provisioned at around 165Mbps IIRC so you may get up to that. If you only get 20Mbps on the 152Mbps tier you have a serious connection problem.
Interestingly 165Mbps equates to 20.625MBps (MegaBytes/sec) I wonder if that is what the Op is seeing?
