Because they'll need to attend numerous meetings in suitably lavish surroundings during which vast amounts of the finest food, wine, spirits and cigars will be consumed in order to focus their minds on where FIFA went wrong...
We really shouldn't expect them to behave better than any number of politicians who've jetted around the globe to contribute to climate change conferences in some 'threatened' paradise somewhere or other. You see they need to have experienced the luxury these destinations can offer first hand in order to see what the planet will be missing if sea level changes swallow them up...
