I have the deepest symphay for this person. And brings up several points and one point comes from the Association of Hauliers.

Cyclist need education on the roads in London, especially around the City of London. And banning Lorries in the City of London would bring the City to a standstill.

There is always Building work going on there.

They could bring in a scheme that operates in Oxford. Delivery vehicles have to in and out of Oxford Centre, where the colleges are by 8am.
