Were they using ac models? I don't have the ac version (and use modem mode anyway) but I guess something may have changed there. Clearly something odd is going on!

A quick read online says the ac model has 2 guest networks per band. So, based on the way they seem to have implemented it, it makes sense that 192.168.1 - 192.168.1.7 would be special.
