Indeed, it's one of the best content distribution platforms out there, and that's not considering the value-add features.
Much rather have Steam than Origin or UPlay...
That said, Steam
does use resources on your laptop when not playing any game. Technically, it uses resources permanently, 24/7, from the second you install it. More practically however, it's always using resources any time the client is running, whether or not you're playing a game. Even if you exit the client completely, there's still a background service that may run at intervals.
