Tell people to stop downloading dodgy stuff by the bucket load on the main computer, then contention overall will be an extremely rare occurrence

Sounds like you need a router with strong QoS. How are the downloads on the main computer being done, IE what's being used to do them? Could potentially filter by protocol.
