Yes i beleive it is as its a rolling 12 month contract that is cancellable after the first month.
But its worth trying who knows they may let you have it.

Yes i think it is i gave up sky sports on VM when it reached £27 odd ££££s
Now i think its £29 odd pound's which is ridiculous for a bit of sport £ 19 a month however is more like it.
