Ok I have the opposite issue with my Galaxy Note tablet, the only way I have found is to unmount the SD card.
The problem is if it was mounted any app installed goes straight to the SD card, which when disabled, means it will not run, then you have to go through the mount process and move the app to the device.
I would love to know how to stop this.
