It all comes down the same cable or fiber, less linear streams frees up bandwidth thus reducing cost! QoS can be setup on any sort of data link, Tiscali were doing it years ago with there IPTV set top box. That worked well down a 2.5Mbit link, setting QoS on 1Mbit of that for TV streaming!
