OK so something is stopping your desktop getting a good connection to the Superhub 2 Your wired connection speed between the Superhub and your PC is only giving you 10Mbps, and that is why your download is pants.
In the properties for your network port see if there is an option to look for advanced settings, in windows 7 that has a setting for Speed and Duplex which should normally be auto but perhaps something isn't set correctly so try a manual value using the highest options available.
Don't trust that Windows knows the correct driver. Go to the support section of the Packard Bell site, lookup your computer and download the latest network driver on there. Uninstall the existing drivers and then install the new driver.
You may need to look at the specification of your Packard Bell. It is possible that the network port may only operate at 10/100Mbps, (I've seen some laptops even today that don't do gigabit speeds), so you won't be able to max out your broadband, but you should at least get 100Mbps connection.
Check and perhaps swap the ethernet lead between the PC and superhub. It is possible that is faulty.
