Presumably with the 152 VM broadband you have a superhub. Are you connecting your computer wired, not wireless, direct to the superhub and not to a router? When you connect the PC wired, what connection speed does your network port properties show?
Have you installed current network drivers to your computer? Default drivers may not allow the card to operate at it's potential.
When doing speed tests make sure everything else on your network s disconnected so nothing else can be interfering with your results.
If problems continue tell us the make / model of your HP computer, what the make / model is of your router
