Yes it's clear that there are circumstances in which such vetting is probably essential and understandable.

However expecting teachers to know the criminal background of their chosen partners is expecting rather a lot and is a) hardly likely to encourage staff recruitment and retention within the profession and/or b) going to result in a lot of relationship breakups.
