Major Hospitals are closing. Do we all want this. Cameron is always gloating that he is increasing Aid to overseas countries. And yet his OWN people will suffer.
The poor are now getting more and more welfare cuts. And yet, people are saying Don't you think his policies are working.
I have a feeling that between now and election day, we will have stupid MPs and councillors coming to our doors - asking for our vote.

I suggest you actually take a look at the latest budget figures for this country. If I had a quid for every time you mention the overseas development budget yet ignore the fact that even if every penny was spent on say, the NHS would still only receive the same level of funding as a share of GDP as 2009. That would ignore the deficit, education, and every other service cut since 2010.
The budget hasn't been balanced for a while, especially since the global financial crisis and cuts were needed. The argument of Lab vs Con isn't whether cuts are still needed, just where they cut.
Asking a loaded question like you did at the start will not work, we wont be returning to rationing unless if WW 3 broke out. Now, are we still in line for pretty heavy cuts to the public service, yes. Does it suck? Yes. The only way to avoid that is paying more taxes, which as Igni pointed out, as a share of GDP the UK pays less tax than average now in the G20.
So, more taxes, or more austerity, what would you prefer? If only Lab were brave enough to actually come out and say that.
