An area that hasn't had the necessary upgrades would be laid to waste by one newsgroup monkey who had been prematurely upgraded.

The capacity upgrades should be rolled out quite rapidly this year both as preparation for future tiers and to relieve congestion, with any release of new tiers delayed as needed if the extra capacity gets eaten or traffic rises faster than expected.
