Yes that should work. (I take it you're aware it's only an IR sender. It won't send the video to the TV. Most video senders have an IR sender built in for free)

Probably, but I can't guarantee it as it depends what interference there is in the area, and what materials the signal has to go through.

The quality of video senders depends on the interference in the area. It can be excellent; it can be rubbish. But if you've got an opportunity to go wired, then do it.
