If they replace BBC 3 with BBC 1 +1, the plans are for a part-time service from 8PM, conveniently missing the early evening regional news variations. The 10 minute news opt outs following the 10PM news broadcast wouldn't really justify the cost of any extra infrastructure required to provide a fully regional +1 service on cable and satellite. A fully regional service on Freeview would be relatively simple to introduce, the multiplex carrying the service is already regional. It's unlikely, however, that the BBC would provide a regional service on only one platform.

A Broadcast report isn't a guarantee that something is going to happen. They will take a good journalistic approach and report what seems to be a possible outcome of negotiations taking place at a given point in time. The actual outcome of the negotiations may actually be very different to what is reported at an early stage. The report to which you refer would have had little merit if the suggested outcome didn't materialise within, say, 3 months. After 6 months the validity period has well and truly expired. To trust it after around 18 months is incredibly optimistic. But we can all dream.
