Such as putting up signs saying "no blacks or Irish" perhaps? Or refusing to provide a disabled toilet due to the additional expense? Or refusing to host wedding receptions for same sex couples?
The list of ways in which the state dictates what goes on within a private establishment, when that establishment is selling services to the public, is a very long one indeed.
