I Agree this is a problem with landlords not being registered for tax purposes and it would be hard to enforce a law stating they must be registered.

My Sons ex boyfriends parents were loaded and it turned out they were renting houses including student accommodations in Cardiff and only had the accommodations registered on the oldest sons name and not their own name for tax purposes. They were caught and had to pay back 5 years of tax.
