Though, back in the days of Win98 I used "98lite" now known as
http://www.litepc.com/ which did a good job of removing IE. Be aware though, that with its removal, you also lose some functionality in Windoze Explorer. In addition, if you use Windoze Update, you will probably have to reinstall IE to download the updates.
