It signals a definite change in practice as far as my experience is concerned. I've always approached retentions in the past saying I don't want to go, but am prepared to leave, only to be hit with a really good offer and happily stay. This year they were more interested in reducing the tv or increasing the broadband. The lady who eventually rang me and persuaded me to stay was candid enough to admit that she was phoning because there'd been a MAC request for the phone number from another provider, and said "we don't want to lose you as a customer". She even thanked me for staying once it had all been sorted.

To be fair, it does make sense to only offer last resort deals when it is actually the last resort, and whilst I had to put things in motion to achieve it, I'm really pleased with how it's turned out.
