Success as local radio brands. In Scotland the local radio stations became news opt-outs of Radio Scotland. In England the local brands have been more successful, the English model being for local radio stations to merge output into regional and national programmes off-peak. That said, there isn't a Radio England for them to opt out of. A BBC Radio England brand with opt-outs would probably be less successful than local radio in England.
