I think you'll find that Radio 3's FM listeners are there because they enjoy listening to classical music. Of all the radio stations, Radio 3 is probably the least suited to the noisy, interference prone long wave band.

I think you are missing the point of local radio. That is, providing local news and information to licence fee payers. There are already channels providing national news and information.
Commercial radio has proved that is totally incapable of providing truly local services. This is a good use of the licence fee, providing a service that commercial services simply won't fund.
