I think that they could pay for this by sending fewer people to cover major world events, where the number of BBC staff embarrassingly outnumber all the other broadcasters.
The BBC needs to have a sense of proportion and fund the things that matter. More regional and local programming would be very popular indeed.

They do, It's called Reporting Scotland and it follows the BBC National News at 6.30pm every weekday night.
