To be technically correct it just indicates the signal received from the wireless AP by the client, and nothing else. The AP (or power line extender) could be receiving 0 signal from the laptop at all, though that's a rather extreme example. But you are correct it doesn't give any real indication of the quality of the link, either between the laptop and powerline extender, or the powerline extender and the Superhub/internet.
