Potentially, though BT et al need to get copper within 30-70m. The cost of that is estimated to average 85% of a full-fat FTTP solution.

While not quite as crazy as if VM were to build entirety new areas as standard cascaded amplifier HFC rather than at least FTTLA it would seem a curious decision.
