I think we are both counting the angels on the head of a pin here.... 
I am currently in TRNC (North Cyprus) - if I want to listen to any voicemails I have, it will cost me (on either my personal PAYG O2 phone, or my work Monthly tariff phone).
You are correct in stating that being informed that I have a voicemail is FOC.
