Probably, although then the 780 Ti would cost even more, and some results (like Battlefield 4) are RAM limited so overclocking won't help (the main advantage of the "OC" GTX 780 is because it comes factory overclocked, it's warrantied and guaranteed to work at that speed)

That's the beauty of these "OC" or "Gigahertz Edition" cards, they may be OC'd as far as the original NVidia spec is concerned, but for all intents and purposes they're not overclocked at all as far as the user is concerned.
