Re: Upgrade monitor and Graphics card or not?

If you just upgrade your monitor then your graphic card will struggle with 1080p for things like games etc.

It depends on what you use your PC for. I don't think you'd notice any difference with a budget of £60 for a graphics card, so I'd say keep things as they are till you consider replacing a few more parts with a bit more of a budget.
