I'm afraid I have to disagree with most of your conjecture. Firstly, VM obviously selects the channels that subscribers want or it wouldn't be in business. Everyone has unique needs so it won't satisfy everyone 100%.
What Scottish and Welsh channels do you feel you are missing? Presumably the Asian ones are there because VM feel they can make money out of them, which would be their basis for all channels (except maybe something like Forces TV which they may favour out of corporate social responsibility).
Regarding ITV Encore, this is exclusive to Sky so the likes of TalkTalk, BT and VM cannot have it for a certain period of time, reported by The Independent to be at least 18 months.

I'm not really sure what you mean by "free channel" as you need a Sky subscription for it. ITV's own press release describes it as "The new pay channel..." See
