No sign of higher latency despite congestion being apparently so high it was delivering sub-2Mb, then once it was mentioned latency mysteriously goes higher.

I have to wonder whether this guy was using QoS on a router and when that was pointed out moved to saturating the link as much as possible. That or a client side issue. Seems all too coincidental and the TBB graph doesn't really work for me, congestion isn't latency-less and on downstream only one minute then heavily affecting both directions and inducing high latency the next.

EDIT 2: The Plusnet TBB meter doesn't really work for me either. Big burst of latency for about half an hour starting at pretty much exactly 9pm which drops abruptly, like a download finishing, rather than ramping up and ramping down slowly as congestion comes and goes. That and Plusnet reporting zero other issues on the exchange. They will have other customers there, they have a 5% market share.
