It's quite straightforward - he was a hugely powerful figure in broadcasting during his heyday and any whistleblowers would have been quietly bundled out. The BBC didn't want to lose him and the revelation of his crimes would have brought their corporate name in to disrepute. Therefore it was 'easier' to keep things hushed-up.
