All I accepted was a loyalty discount. I didn't ask (or know) about my BB tier being changed. I was told I was getting the same product for a lower price so I accepted.

As I said, I'm not defending the situation - no-one should have been moved tiers without being told exactly what was happening, and what impact it would have for the announced changes.

You do, because it says on your bill what you are on. As you are now on XL 60, you will get an upgrade to 100Mbit as part of the next set of work.
This time around, there is no speed parity between one of the existing tiers and one of the new ones, so it will not be possible to drop a tier but remain on the same download speed
