That's the one Ben. The upshot is, I was on 30Mb I was offered a loyalty bonus, I accepted it. Instead of giving me a loyalty bonus. VM staff moved me without my knowledge to a different L 30 tariff (that most people didn't know even existed) so I didn't get my speed doubled as a result.
Your second paragraph is a bit suspect. An offer to double customers speed if they wait (in my case 15 months from the first announcement) is an offer to double their speed. All I accepted was a loyalty discount. I didn't ask (or know) about my BB tier being changed. I was told I was getting the same product for a lower price so I accepted.
The con (because it certainly feels like one to me) has certainly worked for VM. They retained my custom during the time I was anticipating an upgrade. After they disappointed me, I even upgraded to 60Mb by paying the extra money for something I should be getting at no extra cost. I assume I am now on XL60, but who knows? VM might have invented another tariff such as Sucker60 for those they intend to con next time.
