Nope, it's still chargeable in several hospitals (e.g. The U.H.W. in Cardiff, the largest in Wales)
until all costs incurred in building, maintaining and staffing certain carparks are recouped. And they have even extended the parking fees to other carparks close to the hospital (after putting down yellow lines all over the area of course).
