I assume so, I was talking to an MP a bit back and he said that the channel does not use BBC equipment (it uses ITV's Millibank studios in Westminster) and that "all the equipment is still standard definition stuff".
We got onto the subject when I said that all the TV's in the various MP's offices* that I'd seen looked pretty old, to which he replied "you should see the ancient broadcast infrastructure"!
* Each MP's office has a monitor showing what's happening in the chamber. I'm not sure if this is a clean feed or BBC Parliament itself. Anybody??
If I remember I'll ask next time, or look out for any DOG/Filler programmes that BBC Parliament shows.
I guess neither ITV nor the BBC want to pay for the cost of an upgrade. It wouldn't surprise me if the infrastructure was the actual original equipment from when it was The Parliamentary Channel and run by United Artists (jointly funded by the nations cable companies)!
