Also initial seeders will block uploading to any client if that client does not upload pieces sent to it, and will also prioritize any client that forwards pieces on quickly.
I often get the full 126Mb (15MB) download on torrents, mostly from TorrentDay They offer high quality torrents. There seems to be no relationship between download and upload. It is more to do with the ratio of seeders:leechers.
