Because back when the lottery started shop staff could void a ticket by pressing a button on the terminal. After a few unscrupulous types started voiding tickets once customers left the shop knowing the chances were most tickets were losing and they could cover a few £10 claims they would pocket the money.

Camelot then changed the procedures so the actual ticket had to be present to be voided.
