I imagine it is not perceived to be a major problem in terms of sales and so is tolerated. Major vendors like Amazon generally will not supply DVD's out of region, and there may also be issues about the supply of DVD's which may not comply with local regulatory and censorship requirements (age ratings etc.). In terms of enforcement it is a vendor rather than a user issue.
I am not sure any laws are broken by viewing legally acquired non counterfeit DVD's. However there ARE laws about computer hacking and fraudulent misrepresentation...
