Is it because the original content just isn't good, or is it because although it should be streaming at Super HD, either the Netflix servers aren't dishing up the 4300 or 5800 kbps of super HD streams or the Tivo connection is struggling and giving a lower streaming rate?

If the device streaming info only shows 1080HD for any quality 1080 stream, you don't know. But I it shows 1080 Super HD when it does get a Super HD stream, and the quality isn't very good, then you know it's the content. If it only shows 1080HD, on a super HD title, then you know there is congestion somewhere in the streaming.
Someone mentioned it earlier, but you can press the info button while streaming Netflix and it shows the bandwidth required for the current content and if Super HD mode is active.

For a episode of Castle I watched last night, it was Super HD at 5.7Mb, but as you say, the original content may not have looked great to start with.
