That speed would be over fibre, not ADSL.

And for fibre that's actually a very poor speed, within the bottom 10% of the country.

Fibre is deployed on a per-cabinet basis so there's no guarantee you'll get it regardless of exchange, unless you know which cabinet you will be connected to.
