I would have thought one reason it's better to roll out area by area is in case something goes wrong in mass deployment and foobars half the boxes. This happened when I first started working where I am now. I'd had NT 4 Service Pack 2 installed for several weeks on various machines, didn't notice any problems, so we rolled it out to the staff. Half our PCs were effectively torpedoed by it. We got all of them working, but it took a long time and a lot of man hours.

Then there is intstallers, engineers and other physical resources. I suspect it's inevitable that some boxes, when flashed with the new software will fail during the upload. I doubt Virgin have nearly enough installers to cope if this happened on a national scale.
