He can always make an offer for the rest of the shares. He could have, at any point, offered whatever he wanted for Kroenke's shares. The only thing that would have changed was that he could have seen access to the accounts but this was changed. Arsenal fans had been hyping this for years on Twitter as they nursed a dream that a rich businessman was going to spend lavishly on the team but 30% never meant anything even before those rules were changed. Just Twitter nonsense.
