If you have a tv subscription then it would be hard to prove you don't watch tv, even if you only use it to listen to the radio channels and stream catchup tv. It's no easier to prove you only watch catchup even without a subscription though. I got my parents a little box that just streams content like the catchup, which has no tuner so in theory a better scenario than the cable/sat box yet at the same time the licence lot will try and say you have a tv connected and that tv can receive it.

It is. You don't have to talk to the tv licence guys at all, or let them in your house or enter in to any correspondence with them. If they see a flashing light from your property, they have to prove it was live tv rather than a DVD or catchup tv. They have never convicted anyone of dodging or not paying the tv licence based on detector van evidence, because they don't use them.

Even if you only watch catchup or dvd's etc, they will still harass you. If you don't talk to them at all, you save yourself the hassle they will give you for whatever you say.
