I believe they will also say you need a TV licence if you own a device that is capable of receiving a colour TV broadcast. As a Cable or Satellite TV box would be. At the very least, with a Cable TV box and an active subscription it would be extremely difficult to prove you didn't watch live TV. After all, it's not just a case of detuning the box or cutting something inside to prevent reception.
