My iPAD does what you'v described. I'm convinced that is because it has a strong enough signal and doesn't need to switch to upstairs.

Then there is the debate about what "strong enough" means. In my case the 2 bar signal upstair from the downstairs router still delivered Sky Go properly - no better than the full signal from the upstairs wireless router.

Sometimes I just feel, irrationally, that I should have full signal; it takes about 5 seconds via the Settings menu to do that on the iPad - a brilliant Sky Goor TV catchup device.
