The press release is a bit oddly worded:

I think what it's trying to say is that the TiVo connection doesn't impact the broadband.

In regards to V+ HD customers having 'access' you already do - via devices that run the Netflix app. Remember all this is doing is putting a Netflix app on TiVo initally. Same as there is a YouTube app
