Because it's not the same market. In the US, for the most part, TiVo is an add on box - so TiVo can add features without the agreement of content provders. Same as you do with some Freeview PVRs in the UK. Also in the US, what you are legally allowed to do with content is different than in the UK
Virgin Media TiVo is supplied by a UK cable provider, so features that involve content have to have agreement from the content providers themselves and work within UK copyright law.

I doubt it, unless they weren't technically possible on the VM network, or if content providers in the UK market objected to them.
