I think it safe to say that Channel 4 +1 HD will not be launching after all.
Looking on the Ofcom more I think they are moving from two licences to one licence for that Broadcaster.
I mean that new licence for Channel 4 will be for the following channels:
-Channel 4
-Channel 4 +1
-Channel 4 HD.
