Until ofcom get off their arses and stop media providers owning transmission mechanisms this is always going to happen. There is no reason why all channels can't be on all transmission mechanisms and the consumers then pay for what they want to receive. The sooner we get pay per channel and all the subsidised rubbish vanishes the better. If a channel can't stand on its own feet then get rid of it.
